CASE STUDY · PROGRAMME MOBILISATION
Devon & Torbay
Combined County Authority
Establishing the foundations for delivery of a complex, multi-authority Spatial Development Strategy programme.
The challenge.
A significant statutory planning requirement needed to become a coordinated programme across the Combined County Authority, individual councils and delivery partners. Competing priorities and existing capacity commitments meant the Authority needed a coherent view of governance, delivery activity, capability and resources.
The task was to establish a practical basis for SDS preparation: who would make decisions, how workstreams would connect, what capability was available and what additional capacity the programme would require.
Our contribution.
Three Oaks led programme mobilisation and governance, connecting oversight and decision-making with delivery planning and organisational readiness.
- Board structures, terms of reference, accountability and decision routes
- Integrated programme planning, milestones, risks, issues and dependencies
- Capability and readiness assessment across delivery requirements
- A costed resource model to support capacity and funding decisions
- A phased delivery roadmap with gates and dependencies
The value delivered.
Completed within a nine-week mobilisation period, the work gave senior leaders a coherent basis for decisions on how the programme would be governed, resourced and taken forward into SDS preparation.
The commission demonstrates our ability to bring structure and delivery discipline to programmes involving multiple organisations, political oversight and constrained capacity. It connected governance design with the practical requirements of implementation.
